I am not normally one to get swept up in this kind of hysteria, but when it impacts the ability to do my hobby, and the only thing outside of my family that I even remotely care about then I am all in on stomping it.

That said, I am not convinced that this is much ado about nothing. While the language is just a clarification; it sure seems like most of us are still pretty much breaking the law. Exhaust mods of some kind are step one in track car prep. Ok, maybe suspension and brakes are first, but you know what I mean. That article you linked said that strapping turbos on is a no go. I know plenty of cars not designed for turbos where someone strapped one on. Apparently that is illegal.
